Pacific island countries, including some of the world’s most vulnerable low-lying islands, are demanding greater ambition to tackle climate change and renewed political commitment to the 2015 Paris Agreement. The Vanuatu flag flies at a 2014 blockade of Australian coal export port Newcastle by Pacific islanders campaigning against climate change. Photo: 350.org On Thursday, Pacific Islands Forum leaders will consider a ‘united’ Pacific voice to take to the COP23 climate negotiations in November.  At those talks – to be held in Bonn, Germany – the world’s eyes will be on the Pacific as Fiji takes over as president of the UN climate negotiations, the first time a small island developing state has held this important role. However, members of the Pacific Islands Climate Action Network (PICAN) say there is a low probability of an authentic ‘united’ Pacific voice being forged in Apia, with Australia’s presence and economic interests being historically responsible for watering-down regional climate declarations. Australia’s continued promotion of coal – the dirtiest of the fossil fuels that are driving the world’s warming climate — jeopardises negotiation outcomes, and ultimately the safety of the entire Pacific region. Photo: supplied President Baldwin Lonsdale has died at Vila Central Hospital early this morning after being rushed to hospital last night. President Lonsdale has been head of state in September 2014. From Mota Lava island, Lonsdale was previously an Anglican priest, Secretary-General of Torba Province. The head of state played a critical role in recent events in Vanuatu. While category 5 Cyclone Pam was battering Vanuatu in March 2015, President Lonsdale was attending a world conference on disaster risk reduction in Japan, and his emotional appeals for international assistance helped galvanise the international humanitarian response to Cyclone Pam. But arguably his greatest contribution came just seven months later in October 2015 when the then Speaker of Parliament Marcellino Pipite abused his position as Acting President to issue a 'presidential pardon' to himself and the 13 other MPs who had just been convicted of bribery. The President, en route from Samoa during Pipite's attempt to undermine the rule of law, returned to Vanuatu and immediately revoked the pardon. During a televised address to the nation, President Lonsdale was visibly upset, expressing his "shame and sorrow" at Pipite's misuse of his powers. He vowed to "clean the dirt from my backyard", telling Vanuatu's people that "we as a nation have to stop these crooked ways". Following a failed appeal against his revocation of Pipite's giaman pardon, Lonsdale then dissolved Parliament and called a snap election. President Lonsdale's actions were widely seen as a decisive blow against Vanuatu's culture of impunity for corrupt politicians. Addressing the newly-elected MPs at the opening session of Parliament following the election, he described the new legislature as a "new chart for Vanuatu's destiny". He will also be remembered also for his leadership of Vanuatu's Anglican church, and his strong support for kastom and for women's rights. The Vanuatu Government is currently making arrangements with his family and Motalava chiefs for a state funeral. Currently, it is about offshore, 295km off Malakula, and 370km west of Efate. Its offshore trajectory means that Vanuatu's islands will be spared the full force of the most destructive winds, which are gusting at 300km/h. However, Vanuatu Meteo is taking no chances and is warning of destructive winds up to 160km/h tonight in Sanma, Malampa and Shefa provinces. Heavy rainfall, flooding and storm surges are also likely. It stretches the full length of the country. Damage to buildings and crops have been reported in the Torres and Banks islands. All domestic flights in the country are cancelled. Cyclone Donna continues to wobble out at sea, but nevertheless remains extremely dangerous. The track forecast by Vanuatu Meteorology and Geo-hazards Dept shows it weakening and heading away towards New Caledonia. However, the US Navy's Joint Typhoon Warning Center warns that Cyclone Donna's full intensity may not be felt for another 48 hours, and its path will remain erratic. Vanuatu, the Solomon Islands, Tonga, Tuvalu, Nauru Palau and the Marshall Islands delivered a hard-hitting joint statement on the plight of West Papua to the 79-member Africa, Caribbean and Pacific Group of States meeting at ministerial level this week in Brussels. Central pressure is 954 hPa. Winds at the centre were estimated to be 145km/h gusting to 205km/h. Schools have been told to close in the northern provinces. The image above shows damage from Cyclone Donna to a school on Vanua Lava. Most meteorological forecast models predict Cyclone Donna will take a path away from Vanuatu's islands and will weaken over the next three days as it heads southeast. However, this cyclone is very slow moving and could change direction and intensity at any time, so please prepare for the worst. This is still a very dangerous cyclone, and it will bring destructive storm surges, flooding and heavy rain even if it doesn't make landfall. We'll keep you updated here. Photo: Morecast app Vanuatu's official cyclone season ended on April 30, but the slow-moving tropical low lurking over northern Vanuatu waters for the past few days has just reached cyclone intensity and has been named as Cyclone Donna. The Vanuatu Meteorology and Geohazards Department has issued a Blue Alert for Torba, Sanma and Penama provinces. Cyclone Donna, currently a Category 1 system, is 365km east of Sola and tracking ESE. At this stage it looks likely to make landfall in northern Vanuatu as a Category 2 or 3 system on Friday, May 5. The GFS model forecast (shown above) suggests that Cyclone Donna may make a sharp turn southward towards Vanuatu's central and southern islands, following Vanuatu's 'cyclone alley', although this could change. Cyclone Donna is the second tropical cyclone to form in the space of a month, following Cyclone Cook in early April. As always, we urge our readers to start preparing well in advance of the cyclone's arrival, and keep visiting Vanuatu Digest for updates.
