In the concept of traditional societies called tribal states, its formula became the basis of the formation of modern states in the XVII century in Europe and expanded to the corners of the world, which in the process went from tribal states to nations.
the concept of a tribal state is: 1). Owning a traditional territory preserved for generations. 2). There are groups of people who have established themselves on the basis of homogenous (patrilineal) lineage.
3). Having a group leader raised from the lineage of tribal aristocrat. 4). There is confession from other tribal groups around it.
This concept has been around ever since man got to know the civilization world and was maintained through generations, as well as in its development into a dynasty, and forming the first modern country, namely an empire.
After the 1st world war this concept was adopted into the montevideo convention in Paraguay Latin America in 1933, becoming the main requirement for the formation of a country.
The indigenous people of Papua from nomadic times have converted to tribal states, forming tribal groups based on patrilineal lineage, settling within their traditional territories with clear boundaries, forming seven custom territories, divided into sub-tribes and each clan.
It is called a tribal state because it has sovereignty of tribes, i.e. indigenous jurisdiction, indigenous people, indigenous leaders (tribal chief) and mutual recognition between one tribe group and another.
The sovereignty of the tribal state lies in the tribal chief, who is accompanied by the eldest children of each house, who are called the tribal aristocrat. Their position is called tribal governance, with its primary function of enforcing custom laws, protecting, and maintaining the tribal and territorial existence of its customs.
Indigenous Peoples Philosophy, "Above the Chief There Is Only God", therefore the chief of the tribal within performs his role is directly responsible to a force beyond the reach of man whom he believes is the creator, who maintains the balance of nature with man, and can communicate with Him through the inner. @Kgr.
