Tevi said Vanuatu has another three years to await, but governments must "build capacity within the government mechanism to access assistance through training of manpower and through legislative strengthening." He said the delay was largely due to cyclone Pam. Samoa graduated. Vanuatu did not. He was addressing the members of the Vanuatu Economic Society.
