Leader of the Opposition Carcasses raised questions on the fairness of the sharing of the relief from overseas insisting there have been huge discrepancies. Prime Minister Natuman stressed the resilience of ni-Vanuatu, so few lives having been lost, and the speed of the quick recovery in our country compared with others suffering comparable disasters. Prime Minister Natuman alluded to a restoration plan which will be discussed by the Council of Ministers very soon. There was little new in the weekend press ... Daily Post at the weekend revealed the government will open up the Police top post to foreigners in view of the ongoing problems with local recruitment. The move is expected to be appreciated by all. Post also revealed 35 students suspended at Malapoa College in a move to emphasize the need for leadership qualities in students at the premier English language school. The offences are concerned with boy / girl relationships and alcohol consumption and are said to be more concerned with students belonging to township partners rather than outer islanders. The public statement by Frank Bainimarama that the alleged human rights violations would be best dealt with by Indonesia if it was allowed into the MSG bloc indicates how much Fiji has allowed its foreign policy to be dictated by the Indonesian government. Director of the Fiji’s Women’s Crisis Center (FWCC) Shamima Ali, says the announcement places serious leadership questions over Fiji’s credential as a regional leader and comes at odds with previous decisions by the Bainimarama led government which fully supports the inalienable rights of people of West Papua towards self-determination as provided for under the preamble of the MSG constitution. Shamima Ali, who is also Fiji’s former Human Rights Commissioner and NGO coalition Chair said, what’s more concerning is the wording of the statement by the Prime Minister which seeks to down play the last 50 years of a violent occupation by the Indonesian state that has seen over 500,000 people killed for a simple dream to be free. “The government of Indonesia remains unable to address serious human rights violations in terms of civil, political, cultural, economic and environmental rights,” she said, adding that these violations have been well documented by both domestic and international human rights monitoring bodies including UN High Commission for Human Rights. Ali said the recognition of the gross human rights violations in West Papua has been one of the key reasons why the MSG bloc considered the issue of West Papuan membership, and at the 2014 MSG Special Leaders meeting, Melanesian leaders including Fiji government, supported the West Papuan’s right to determine who represents them at the MSG block. It was clearly stated that the conditions were that the West Papuan groups must be a united umbrella group before submitting a fresh application to the MSG. The West Papuan people through process of consultation have decided who to represent them, and it is the United Liberation Movement for West Papua (ULMWP) who has submitted an application to the MSG to be a full member. Reports last week indicate that over 70 people have been arrested in West Papua for supporting ULMWP. Fiji CSO groups call on the Fiji government to exercise real leadership on this issue by respecting the decisions and wishes of the people of West Papua about who represents them. What is clear is that it is not Indonesia who should represent them at the MSG. It takes up the story revealed a few days ago in Post of the likely pyramid scheme or scam in the United Development Bank of the Pacific (UDBP). The bank's President Kevin Lai, it is assumed, would be using account owners' funds to supply services such as the UFun Club which entertained Vanuatu officials when in Thailand. UDBP was intended to operate as a local bank whilst also being an off-shore bank. It had promised to build the new courts. It was also to build an eight-storey headquarters opposite the Melanesian Hotel. UDBP had been granted approval by the Reserve Bank of Vanuatu which congratulated President Kevin Lai, and said the bank has an important role to play in advancing the Vanuatu economy. Kevin Lai has now been arrested by Thai Police over allegations of wrongfully raising funds in a pyramid scheme from some 8,000 people mainly in China. There is no telling to what extent the bank depended on receiving funds from Asian persons seeking to relocate under the CIIP. Radio Vanuatu was this morning broadcasting proceedings from the first Extra-ordinary sitting of Parliament. Amongst other matters to be debated is a supplementary provision of VT 48 million for recovery following cyclone Pam. This sum would, as with other recovery funds, be expected to comply with the Finance and Economic Management Act. There are some 9 Bills before this sitting. However, the sitting was adjourned until Monday. There is a possibility the Department of Agriculture and Quarantine will work as a regulator where commodities which could be prescribed such as copra, cacao and kava are concerned. The chairman of the kava industry working group told Radio Vanuatu News that together with kava growers his group is presently working towards increasing quality in kava production. Such activities were previously carried out by the Vanuatu Commodities Marketing Board (VCMB). Production, processing and export will all be considered along with pricing and maintaining an informational data bases. The matter will be discussed in Parliament. Daily Post today reports Port Vila voting constituency likely to be returned to its municipal boundaries rather than take in the residents of the peri-urban settlements like Bellevue, Etas and Teoumaville. This will see the number of Port Vila MPs reduced from 6 to 5 and the Efate Rural seats increasing from 4 to 5. Un-related to the imminent parliamentary sitting and entirely related to commercial endeavour, it is good to report, as does Daily Post, Vanuatu Palm Project cooonut oil soap soap being imported into New Zealand from its start point- Uluveu in the Maskelynes. It is soon to be available in the Central Market in Port Vila, too. VBTC is at pains today to indicate the town hall has given no rights to people to collect useful material from the earth-fill site at Etas and Bouffa, on the Teouma River. Earlier in the week there was a newspaper report which indicated people could remove items which were unlikely to be considered health hazards. USP School of Education has given a closing date for senior secondary teachers to apply for their further education courses: 15 June, 2015. The government has funded the tuition for anglophone and francophone undergraduates. They will need the advance support of their head teachers. The VPIEF, the Vanuatu Peoples Investment and Equity Fund, new commercial investment centre, will open near the Erakor roundabout tomorrow, Thursday. So here are two days in one. The government has asked the University of the South Pacific to enable secondary teachers to have further training in their subjects of preference. This is to ensure they have a suitable qualification. USP has responded it will be able to provide an upgrade programme in Education from Semester 2. The Central Office of Information has advised the government there will be a need to protect children by law from much of the internet offering on-line. The Port Vila Municipality is laying off staff to save the present huge expense of salaries. From ten million vatu a month, the mayor hopes to reduce personal emoluments to 3.6 million vatu to help the council out of its financial crisis. Port Vila Municipal Council is henceforth allowing salvage of recycled or salvageable material from the Bouffa landfill, but not of food stuff. The Department of National Development and Tourism is urging the government to enforce the Act which sets building standards. It is said there is special need because of the post-Pam reconstruction. Parliament meets on Friday for the first extra-ordinary sitting. It will be followed by the first ordinary sitting for the year. The Patunvanu claim for malicious prosecution was overturned by the Appeal Court. Damages of VT 6 million plus interest have been reduced to half a million vatu with no interest by the Appeal Court Daily Post yesterday carried important new information concerning the four seats for women in the up-coming Luganville elections. Unlike in Port Vila there will be no voting twice. But still four seats are reserved for women. Ms Bishop made the announcement soon after a meeting with Prime Minister Joe Natuman in the margins of the PALM 7 meeting in Japan. Cyclone Pam caused severe damage to housing, health centres, schools and other critical infrastructure in affected areas, and to Vanuatu’s key industries of tourism and agriculture. Australia was quick to respond to the disaster, providing an early life-saving package of more than 849.2 million vatu ($10 million), including the deployment of disaster response, medical and search and rescue teams. Australian Defence Force personnel and assets also assisted with the response. Australia provided a further 424.6 vatu ($5 million) to support Vanuatu’s early recovery needs in health, education and food security. Australia’s 3 billion vatu long-term recovery package, developed in consultation with the Vanuatu Government, addresses critical needs. It will help to support livelihoods, economic recovery and the private sector; repair and rebuild critical public infrastructure; restore health and education facilities; and support gender and disability inclusion. Australia will work in close consultation with the Vanuatu Government, through its Sector Working Groups and within the framework set out in its draft Recovery Plan. Australia, as a long-term partner and friend of Vanuatu, also continues to work in partnership with the Vanuatu Government to pursue Vanuatu’s development objectives through Australia’s annual 5 billion vatu (AUD60 million) bilateral and regional aid program. This program focuses on the key priority areas of health, education, infrastructure, law and justice, and economic governance. He had set up a bank in Vanuatu and was accused by the Thai police of milking VT 945 million from Thai, Chinese and Malaysian investors to his bank (with negligible website) here in Vanuatu which was ultimately to have the country's first eight-story building block opposite the Melanesian Hotel.The bank is already in existence and is called the United Development Bank of the Pacific (UDBP). UFun management is another company with which Kevin Lai has close relations. This was used as a headquarter for Vanuatu politicians visiting Bangkok. The charges involved should be an easy matter to settle, especially since it will be done in Thailand. Meantime, Daily Post today reports Police raiding a Vanuatu bookmaker with Melbourne underworld links. Offering bets on Australian racing results to Australians overseas is illegal in Australia, but that has not bothered a company called Betjack. Such companies can be fined up to AUD 340,000 a day for so operating, but this has not troubled Betjack which faces huge claims from Australian punters it ignores. There would seem to be a massive ignorance of due diligence on the part of the Australians concerned and the betting company. Meanwhile the Vanuatu Ombudsman has called for the powers of his office to be be increased to investigate the judiciary. He tells Vanuatu Journalism students that there have been many cases which simply disappeared: were never finished. He also wants the definition of leadership widened to enable the Leadership Code to investigate all senior public servants and political appointees, Post reports today. The President of the Australian South Sea Islanders in Sydney, Imelda Davis, says the islander Australians were pleased to be able to assist ni-Vanuatu in the wake of cyclone Pam. She was here to check the unloading of some 5 containers of relief items which came from the Association with Rainbow Warrior. The ICT Manager of the Department of Lands, William Ganileo, says the new title information system will be opened in a month. It is important title holders check their particulars in the system. The CIIP agency in China has been re-launched. A government delegation headed by the Minister of Finance, Maki Simelum, went to Shenzen for the purpose. The new need for credibility and sustainability, unlike with the PRV programme, was stressed in presentations. The VNPF has answered the allegations made against the Board in last weekend's Post. This one will, as they say, run and run. Most of us cannot know the full story yet. Urology patients have been receiving wonderful assistance from visiting Australian specialists. And Post says today Prof Dr Ian Frazer, developer of the Human Papilloma Virus (HPV) vaccine will be visiting from 25 May. During his absence Trade Minister and DPM Ham Lini will be Acting PM. Before his departure PM Natuman paid a tribute to the regional colleagues from MSG countries, Fiji, FLNKS of New Caledonia, PNG and the Solomons, for "lifting the spirits of the people of Vanuatu" in serving the people of this country. Daily Post has an amazing photo of the ministers of government and Vanuatu law and order personnel gathered together with representatives of the island countries outside the MSG Headquarters. Rainbow Warrior, flagship of Greenpeace, is today distributing 15 tons of relief tools, solar torches, clothing, kitchen utensils, stationery and books to places affected by cyclone Pam, Post reports. Post also reports a visit from the deputy head of the United Nations to see for himself the development needs and issues of the country. Mr Haoliang Xu felt his visit was at the right time to see for himself the challenging task of recovery following the cyclone. The weekend Kivhan Music Festival at Saralana raised over VT 350,000 for the relief efforts. Five thousand people enjoyed the charity event. Paama people are insisting on government removal of the MV Kimbe, the wreck of which lies off Tahji village. The vessel sank 14 years ago and Chief Paul Ulas claims significant damage to the marine and coastal environment. The government's post-cyclone Pam Reconstruction and Rehabilitation Plan was outlined late Friday to the development donor partners and media. This was to highlight what government wants to be noted as priorities. United Nations agencies, and other international funding bodies like the Asian Development Bank, were present. Prime Minister Natuman observed that the people of Vanuatu trust the government to work with all such agencies for reconstruction. Donor partners were also told that the country still very much relies on their assistance. "Essential is a common understanding and commitment to prioritize the activities," PM Natuman said. He emphasized that the government must make use of its systems in place for the management of recovery funds. Responsibility for recovery management will be with the ministries of government and donor assistance will need to support this objective. Donor partners gave their responses to the government plan. The Australian Government is contributing 184 million vatu for renovation of schools, to top up maintenance money for Shefa and Tafea schools following damage reports. Daily Post has announced the gazetting of the honorary citizenship plan. People granted this as part of the economic rehabilitation plan will be entitled to hold a Vanuatu passport but there are strict limitations on the privileges this will provide for a payment of around VT 13 million. Political involvement is prohibited. Daily Post also carries a photo of government leaders celebrating a year in office and a long unattributed (other than by "staff reporter") article on recruitment irregularities at the VNPF. Yesterday Post had the loss to Gilbert Dinh of Urelapa Island off South Santo where Dinh was to build a resort. An airstrip and jetty were constructed and a tank positioned. Silver Holdings had acquired an indefeasible title after a 2006 forfeiture by the Valuer-General back to the lessor as represented by the Pamavari family. Today Post brings us the Appeal Court ruling on the appeal of Marianne Bani, who had filled an interim position at the Vanuatu National Council of Women. "The grounds of appeal which question the validity of Mrs Bani's appointment and her entitlement to be remunerated are totally without substance," said the court. Yesterday's Post also had more information concerning the cyclone resistant houses being built on Ifira land. Commercial partners from Korea, Thailand and the United States are involved in the project. Other models from the Round House at Freshwater to the Erakor Half-road area have been seen previously. Following cyclone Pam, the main government consideration for maintenance must be given to roofing. Vanuatu Times "in its findings" discovers that VT 2 billion will be needed to "repair government houses". Later in the story, however, this figure is given as the amount needed for "replacement of such dwellings". With quite solid properties (such as around Independence Park) needing only new timber and glass work, government must establish fully professional estimates for such work on each house before deciding to sell off the asset to new citizens or business partners. The procedure requiring Hong Kong police clearance is said to have shown up discrepancies in the check mechanisms employed by CIIP. The findings have been made by the Vanuatu Financial Intelligence Unit and were prompted by the Citizenship Office in carrying out due diligence in the matter. Operating an illegal gambling business in the US, embezzlement and working for a narcotics organisation are amongst the crimes of the three already discovered and all are charged with financial crimes. The findings oblige further scrutiny of the controversial CIIP programme, Post advises. Successful applicants are allowed Vanuatu passports as "investors". Constitutional amendments to enable dual citizenship were said to have been made to cater for the decision of an earlier government to facilitate the CIIP Programme. The World Bank is providing USD 59.5 million for safer air travel in Vanuatu. A Vanuatu Aviation Investment Project is expected to deliver sector reform, upgrades to runways, improved terminal infrastructure and air traffic control management. The urgent runway rehabilitation of Bauerfield is included in the work to be provided. The aviation regulator's role will be strengthened along with aviation institutions. An Aviation Master Plan is to be developed and an Aviation Sector Strategy. Training, too, will be included in the project, Post reports. Government is going to assist repairs post-Pam on the Malvatumauri chiefs' nakamal. This was the response to the Speaker's appeal in the case won by the 16 who were alleged to have accepted bribes. That matter has not been adjudicated by the courts yet and the police investigation continues. The Appeal Court pointed out the supremacy of the Constitution where national sovereignty is concerned and that this document enshrines the belief that all persons must be presumed innocent until proven guilty of any offence in a court of law. No misconduct had been proven and therefore the earlier judgement of Justice Saksak was upheld. Each party is to bear his own costs. Daily Post today also had the Appeal Court judgements listed for all the other cases before it in this first session. There will be a further session in July and certain cases have been set back to that time. Radio Vanuatu News had the Electoral Commission's Martin Tete explaining a number of the changes planned for the Luganville elections in July. There will be chairs reserved for women. Political parties will need to give a priority to their candidates in a listing. Independent candidacy will still be allowed. There will be considerable awareness given by the Commission for Luganville voters., Chief Lazare Asal has been appointed the new Director of the Vanuatu Kaljerol Senta. He is currently the chair person of the Penama Port Vila Council of Chiefs. Post reports Asal received his first schooling at Baie Barrier, then Lolopuepue and Lololima near Montmartre. After theological studies in Fiji he played a key role in directing Catholic vocational schools. Radio Vanuatu points this out in its news today. The feeling may well be shared by many in the listenership even though it might also well take a long time to win back the national listenership previously enjoyed from which the commercial music oriented stations have gained considerably. The Head of PACMAS, the regional media support organisation funded by Australian Aid, Francis Herman, says the technical report pays particular tribute to the efforts of technical personnel from New Zealand and the BBC, London, who have assisted in restoring their services as well as those of VBTC, Radio Vanuatu. As noted by many listeners and viewers, Radio Vanuatu and TBV were failing technically in both radio and television because of insufficient engineering experience and non-operating transmitters. Both Medium Wave and Short Wave services had begun failing before cyclone Pam - at a time when they were both of critical national importance for warnings. Today's Digest is brief for various reasons but before closing this writer would remind Radio Vanuatu presenters that, hurricane or none, listeners have a traditional right to expect the day's Meteo report after the 6 am news without having to endure endless, unknown and pathetic love songs. He underscored regional solidarity as being necessary for trade and investment to increase. Daily Post reports the Chief Trade Advisor, Dr Edwini Kessie, suggesting Vanuatu learn from his country to open up to trade and investment without being afraid of the country's smallness or fear of being swallowed up by larger countries. The National Tourism Development Office - NTDO - and representatives of the tourism industry have presented recommendations to government as to how the industry should be restored after cyclone Pam. The Director of the NTDO, George Borugu, emphasized the need for a programme and a committee to oversee what it achieves. He also mentioned the industry requesting government to give assistance to the tourism sector where insurance has not been obtained. Daily Post leads with longline fishery licence fees increasing. This is because our main tuna resource is albacore, or to a lesser extent yellow fin tuna William Naviti, Fisheries Acting Director, explains. There are different rates for vessels depending on size. and the fees for 2015 are presently being netted. The Auditor General's comments on the need for proper funding of his office are being heeded by the Natuman Government. The Vanuatu Broadcasting and Television Corporation - VBTC - is reported on by Auditor General Path in today's Daily Post. This shows VBTC as having mis-spent huge sums in a 34-page report on the State Owned Enterprise (SOE). The Prime Minister's Task Force charged with improving the future performance and direction of Radio Vanuatu is closely studying the Auditor General's report to establish what action needs to be taken to rectify the situation. Daily Post also reports the VT 10 million Abwatuntora hospital on Pentecost should open in August this year. Manassah pointed out some of the the top priority interests which always have to be considered first, whether or not NGOs have alternative priorities. These might include schools, clinics and roads, he said. Cyclone Pam, PM Natuman says "has taught us and our relief partners and NGOs various lessons. Amendments to the Natural Disaster Strategy Act will ensure better control in future and that donors will receive all appropriate reporting." The PM was particularly grateful for the cash relief provided by the Melanesian neighbours. And also the relief of partners and the NGOs. "Every assistance must have some control and be properly reported," the PRO said The Secretariat of the Pacific Regional Environment Programme SPREP has prepared a long-term environmental recovery strategy for Vanuatu to help re-build the country after Pam. A team was sent for a rapid assessment survey and the results have been presented. The key environmental aspects affected are reefs, mangroves and tropical forests, especially in Tafea and Shefa. However, water supplies and fishery breeding areas are also covered. Queensland University of Technology has raised an amazing VT 6 million towards cyclone Pam relief. A huge Thompson tent which can accommodate over a hundred people has been donated by the family which makes such tents. It has been set up on Mataso. The family was moved by the television film of devastation in the Shepherds which they had seen. Daily Post carries photos of the tent and its placement on Mataso. Constitutionally important issues will be decided in the coming days by the justices of the Appeal Court in Vanuatu. This follows the hearing last week in the appeal of the Speaker of Parliament against the judgement of Justice Oliver Saksak which was in favour of the sixteen Members of Parliament who had been suspended. That case was heard as Carcasses v Boedoro [2014] VUSC 155; Constitutional Case 10 of 2014. The questions concern the powers of Parliament itself, and not just the Speaker, Daily Post reports. The justices of the Appeal Court were concerned to establish whether the majority in Parliament could thus be given "absolute" powers. It was foreseen that such means might then always be used by the majority to force their will on the minority. The judges will be considering whether Opposition MPs would have been facing double jeopardy had the suspension been maintained. The Chairman of the Public Service Commission, Kanam Wilson, has questioned whether the Auditor General can investigate money used by Members of Parliament as their MP allocation can be audited. It is indeed public money, he stated and VBTC News reported. The Auditor General agreed, but reminded hearers of the budgetary limitations of his office in trying to fully comply with financial regulations. John Lum MP of Nagriamel has been appointed Minister for Youth Development and Sport by the PM. He replaces MP Don Ken whom the PM thanked for his support. The re-shuffle was suggested by National United Party President, and DPM, Ham Lini and the "G13 group" (???). Manassah pointed out some of the the top priority interests which always have to be considered first, whether or not NGOs have alternative priorities. These might include schools, clinics and roads, he said. Cyclone Pam, PM Natuman says "has taught us and our relief partners and NGOs various lessons. Amendments to the Natural Disaster Strategy Act will ensure better control in future and that donors will receive all appropriate reporting." The PM was particularly grateful for the cash relief provided by the Melanesian neighbours. And also the relief of partners and the NGOs. "Every assistance must have some control and be properly reported," the PRO said The Secretariat of the Pacific Regional Environment Programme SPREP has prepared a long-term environmental recovery strategy for Vanuatu to help re-build the country after Pam. A team was sent for a rapid assessment survey and the results have been presented. The key environmental aspects affected are reefs, mangroves and tropical forests, especially in Tafea and Shefa. However, water supplies and fishery breeding areas are also covered. Queensland University of Technology has raised an amazing VT 6 million towards cyclone Pam relief. A huge Thompson tent which can accommodate over a hundred people has been donated by the family which makes such tents. It has been set up on Mataso. The family was moved by the television film of devastation in the Shepherds which they had seen. Daily Post carries photos of the tent and its placement on Mataso. Constitutionally important issues will be decided in the coming days by the justices of the Appeal Court in Vanuatu. This follows the hearing last week in the appeal of the Speaker of Parliament against the judgement of Justice Oliver Saksak which was in favour of the sixteen Members of Parliament who had been suspended. That case was heard as Carcasses v Boedoro [2014] VUSC 155; Constitutional Case 10 of 2014. The questions concern the powers of Parliament itself, and not just the Speaker, Daily Post reports. The justices of the Appeal Court were concerned to establish whether the majority in Parliament could thus be given "absolute" powers. It was foreseen that such means might then always be used by the majority to force their will on the minority. The judges will be considering whether Opposition MPs would have been facing double jeopardy had the suspension been maintained. The Chairman of the Public Service Commission, Kanam Wilson, has questioned whether the Auditor General can investigate money used by Members of Parliament as their MP allocation can be audited. It is indeed public money, he stated and VBTC News reported. The Auditor General agreed, but reminded hearers of the budgetary limitations of his office in trying to fully comply with financial regulations. John Lum MP of Nagriamel has been appointed Minister for Youth Development and Sport by the PM. He replaces MP Don Ken whom the PM thanked for his support. The re-shuffle was suggested by National United Party President, and DPM, Ham Lini and the "G13 group" (???). It's back. Daily Post headlines today with the PACER-Plus inter-sessional meeting opening today in Port Vila despite regional civil society bodies being opposed. They want fuller participation in the processes involved in the trade negotiations by civil society throughout the region. Yesterday's Post highlighted the shortcomings of the Auditor General's Department as the outspoken Auditor General himself described to the press last week. These are due to funding inadequacy and mean that, for example, State Owned Enterprises do not get audited. Radio Vanuatu reported yesterday Auditor General Path also speaking of a need for MP allocation auditing. Post yesterday had the 2017 CHOGM meeting "still on" in Port Vila in 2017. EU Ambassador Roy Mickey Joy told Post he had informed the Prime Minister of this. Indeed China is blamed for delivering relief which was nothing to do with that country. The full government comment is carried in the Daily Post, but only a 5-line apology in the Independent. That paper does, however carry a worthwhile piece on accurate reporting. Yesterday's Post carried the story of the destruction of the Nagol tower at Lonoror airport one complicated step further. Custom ownership of the Nagol is the basis for the dispute rather than anything boundary related. There is allegedly documentary evidence relating to ownership going back to chiefly council meetings of 2006. The dispute is, in the opinion of your blog editor, likely to curtail significantly Pentecost land diving for some time to come. This will certainly be good for the un-prolific life-saving vines used by the divers to arrest their drop at the last possible moment. Increasing practice of the customary spectacular has recently been suggested as likely with the possible arrival of big cruise liners in the nearest harbour. Daily Post yesterday reported that the next inter-sessional meeting of the PACER-Plus trade negotiators from the 14 countries of the region starts Tuesday at the Warwick Le Lagon centre. Regional labour mobility, development and economic co-operation, trade in goods, trade in services, and investment are all on the agenda. The PACER-Plus meeting comes in for significant criticism from civil society organisations in today's Post. In a half-page letter to the Editor they recommend suspension of the negotiations until there has been informed and comprehensive dialogue with civil society to establish if there is a popular mandate for the negotiations. The Independent and Radio Vanuatu today both add more information concerning the Auditor General's plea for his office to be more independent of government. The European Union would require more legislation to ensure an appropriate separation of powers in this regard. They would then fund alterations to the law it is suggested. Auditor General John Path spoke to the press in the matter. Yesterday, the Labour Day holiday, Daily Post reported 97 employees laid off in manufacturing positions and 70 in tourism following cyclone Pam.The Department of Labour announced it is organising a National Dialogue on Socially Responsible Restructuring during Crisis, with employer and employee representatives, starting Thursday. These deliberations will be assisted by the ILO. Changes to the laws concerning kava will protect people from two-day kava, VBTC reports today. Both overseas and local markets will be assisted.
