Marking Independence, PM Kilman, the country's political leader of only 7 weeks saw political stability as essential. Head of State Baldwin Lonsdale drew on the movement towards gender equality through the Luganville municipal elections to stress the need for all parties to put women as candidates in next year's national elections. Mourners in their thousands paid their last respects to Edward Natapei during the week at his Avenue Colardeau home, whilst lying in state at the Tut Blong Pig area of Parliament or at the service at Paton Memorial Church, before the body was flown to Tanna and Futuna for burial. Leaders from within Vanuatu and near and far have acknowledged the exemplary attributes of the truly great leader. The Supreme Court has handed down judgement against a decision of a former Lands Minister, Steven Kalsakau, to grant a Tassiriki (Port Vila) green space lease to "SPK" at a greatly reduced premium, declaring it was ultra vires. (Daily Post) The release of traditional customary carved stones, allegedly by a former un-named Cultural Centre Acting Director, has been revoked by the new Director to bring back confidence to the Cultural Centre, Director Abong said. (Daily Post) Air Vanuatu is expecting to take possession of a new and more cost effective Boeing 737 early next year. The Port Vila Urban Development Project on what is known as Kalsakau Street, at the back of premises fronting the main street and parallel with the seafront park, will include drainage and toilets, Daily Post reported Friday. The VT 4.1 billion project is funded by Australia, the ADB and the Vanuatu Government. Today The Independent tells us that ProMedical at Santo faces closure now needing to raise VT 6 million to stay in operations. August is therefore planned as a month of considerable fund raising. The Independent also reports the Speaker of Parliament claiming those 16 MPs implicated in the bribery case to be heard in the Magistrates' Court on Friday will be needing compensation of VT 10 million each. Today's Daily Post gives details of the sections of the Leadership Code Act which clearly deal with bribery. "As the news of the passing away of the Opposition Leader hit the local media, political leaders, church leaders, chiefs, women and youth leaders, members of the diplomatic corps and individuals from around Vanuatu, within the region and beyond, began conveying their condolence messages and remarks and statements to his family, the Vanua'aku Party, the Government and the people of Vanuatu," said Post on the passing of Edward Nipake Natapei. "The death of the former Prime Minister Tuesday morning at Vila Central Hospital at the age of 61 has been termed a 'big loss' by his longtime colleague and also former Prime Minister Joe Natuman," added the paper. Natuman said the party and Vanuatu have lost a true leader who has pioneered many development projects for the country. Natuman called Natapei a role model for everyone, a humble person who did not like corruption and everything that is not good, due in many ways to his upbringing. He was born in 1954 and in 1984 represented Tafea Outer Islands, thereafter Port Vila. For many years he was Treasurer of the Vanua'aku Pati and Natuman said "The latest major task that he was the main instigator of is the reunification of VP, NUP, MPP and PPP for the political parties to come and work together following too much instability. The initiative has seen a good result from the recent Lganville election." Friday sees an official programme with the body of Natapei lying in state at the Pig's Tusk in the Parliament complex. Leaders will pay their last respects during the ceremony starting at 7.15. A service at Paton Memorial Church will follow. The example of Edward Nipake Natapei will be very much in everyone's mind as we celebrate 35 years of Independence tomorrow. He was aged 61 and born on Futuna. His wife Leitake was also Futunese. He entered Parliament in 1983. He was elected Prime Minister on 3 separate occasions: 2001 - 2002, 2002 - 2004, and 2008 - 2010. He also occupied various other state and ministerial positions, notably including a long period as Speaker of Parliament. He was Leader of the Opposition at his death and President of the Vanua'aku Party. And over-shadowing everything, the death, already mentioned in an earlier posting, of Edward Nipake Natapei, Leader of the Opposition. Daily Post yesterday reported twelve new ni-Vanuatu graduates in medicine from the Havana Medical School in Cuba. Doctor / patient ratio will be greatly assisted by their return from their studies. Pacific developing countries acknowledge great assistance from the Cuban relationship to teach in this field. Post also yesterday covered the launch of the Port Vila Urban Development project and Sea Front Development. Today details are given of a 1.2 km walkway along the seafront and Fatumauru Bay. It begins at the central market, extends to La Tentation and then resumes on the northern side of the Anchor Inn, ending at Chantilly's. Today Radio Vanuatu has Climate Change Minister Laken advising development partners of the needs for early warning systems at all levels. Meteo ministers met last week in Tonga and Laken detailed the three years of establishing a policy for early warnings for every kind of natural threat. Community based contracting is a new policy for the Public Works Department (PWD), linking with communities for road repair. Public Works Minister Tony Nari, says Radio Vanuatu, launched the system on Ambae. It will really change the way in which work is carried out, he said. Yesterday Radio Vanuatu was telling us of the need for teachers to upgrade their qualifications to university degree level. The DG of Education Jesse Dick was advising thus in order to meet the significant education needs existing in the country. NCDs remained high on the Radio Vanuatu news agenda along with other issues of government. Daily Post today has Speaker Pipite insisting former Speaker Boedoro must apologise following the Opposition's gentlemanly withdrawal of the motion of no confidence against the Kilman Government. This came about after an appeal by the Speaker to the Court of Appeal in the wake of which Pipite gave a press conference. He claimed the seven days notice of the motion had not been adhered to. Daily Post today also has former Lands Minister Regenvanu responding to the serious allegation made against him by present Lands Minister Telukluk in the weekend Post. The allegation has been long since closed with the Ombudsman declaring Regenvanu had done no wrong. The matter concerned lands department staff and their cheaply obtained leases and housing from yet another lands minister and a Public Service Commission investigation. Daily Post today, along with Radio Vanuatu, reports the Australian bi-partisan parliamentary delegation which met with aid implementing agencies and the Vanuatu Government to assess Australia's aid, especially in the light of the impact of tropical cyclone Pam. The Australian Government has provided an aid package worth 50 million Australian dollars to to assist the Vanuatu recovery. Radio Vanuatu News has today has Reserver Bank Governor Athy being rather more prolix on the subject of why the Reserve Bank has rejected the Bank South Pacific's bid to to purchase Westpac in Vanuatu, but adding nothing new to the discussion first reported yesterday in Post. The considerations were all financial and not influenced by any political party, Athy said, and necessary in the fragile economic conditions post-Pam. Yesterday Daily Post also had the news of NUP winning the majority of seats by any party in the Luganville Council. Hope got 3, the Greens 2 and GJP and Nagriamel each one. They are able to add today that the name of Mrs Netaf Roinata Rosemary of NUP is being put forward to take the mayoral position. Daily Post this morning has two new posts created for senior MPs. One is Parliamentary Secretary for Provincial Affairs, the other Parliamentary Secretary for Policy Research, each receiving VT 2.6 m per year, presumably in addition to their pay and/or allowances as sitting MPs. In addition there are cars, housing and other benefits for the holders of the non-advertised positions which go to Messrs Steven Kalsakau and Silas Yatan. Lands Minister Telukluk claims in Post today that the leases awarded to staff of Lands by Steven Kalsakau when he was Minister were all valid. This claim is made despite Transparency Vanuatu and incoming Lands Minister Regenvanu later deciding differently. They were all properly cancelled after Transparency's and Regenvanu's findings. One hundred new citizens have received their certificates. The awarding ceremony was held at Au Faré at Melcofe says Daily Post. The Independent gives nearly half a page to former Opposition Leader now DPM Carcasses (called Opposition Leader under his photo) to shoot his mouth off about what he sees as "dirty politics behind the former Natuman Government." He accuses Natuman of disgraceful handling of the Police Mutiny Case, aided and abetted by Public Prosecutor Timakata. "With all due respect to Mr Timakata, the public perception is that he is too closely associated with the former Natuman Government," says Carcasses. Daily Post leads today with news of theft from certain ANZ Bank clients' accounts using the ATM at Seaside Tropical. Highly sophisticated 'skimming' equipment was used by the thief to establish account holders' password details and view their account status. Post follows with a report of the embezzlement of VT6.4m from the Vanuatu National Training Council by the former accountant, a case which has been before the Court of Appeal. Along with changing everyone at the Vanuatu National Cultural Council, the Government has now changed the Chairman of the Public Service Commission. John Morrison Willie replaces Kanam Wilson. Post also mentions Government has also appointed a new Police Commissioner: Vake Rakau. Seawall reconstruction for Port Vila also receives detailed Post coverage following the signing of an agreement by DPM Carcasses with the United Nations Office for for Project Services (UNOPS). Owing to an absence of certain legal representation, the Preliminary Inquiry appears amicably re-scheduled to 2.30 pm August 7. It will be a matter of greater interest at that time, too, as the Acting Public Prosecutor, John William Timakata, will have the assistance of the new Public Prosecutor, recruited from the UK by the former government, whilst Timakata's contract has been extended. The new Minister of Public Utilities, Tony Nari, is being prevented from ensuring all heavy duty works equipment be moved out of Central Pentecost and North Ambae to work on roads in his own North Pentecost area by namele leaf tabus in both places. Opposition to his plans would seem to be well organized and deeply felt. He could not be contacted in the matter. Vila Times also has PM Political Adviser Richard Kaltongga backing the PM's warning to the media that VBTC's regulatory powers should be extended to print and the social media. In these coalition circumstances, the highly political VBTC, turned into a commercial corporation has no right to occupy any place in the media regulatory firmament. Furthermore, it needs the kind of supervision which can only be provided by a commission which has earned the trust of the general public like the Judicial Services Commission and Malvatumauri. The media will, to a man and woman, say No to any regulatory role of VBTC. And the media industry is likely to be extremely demanding of government as the next cyclone season is entered. The owner of the public property (the medium and short wave transmitters) and employer of those who are essentially civil servants in information provision, VBTC, with its Pam performance still fresh in everyone's minds, had best look to what the State expects of it before becoming involved in regulatory rigmarole. Daily Post has a suspect, related to the owner of Tanna Lodge, being held in connection with the recent Tanna murder. Six bungalows were burned down in a reprisal. Post also announces the signing of an agreement between Wilco Hardware and a PNG hardware company (BNBM PNG Ltd) for the sale of Wilco in Vanuatu. Of particular interest in today's Post newspaper will be an interview with Marie-Noelle Ferrieux Patterson, Vanuatu's first Ombudsman. In answer to a question regarding strengthening the Ombudsman's powers to prosecute, Patterson is of the view that "If we had a combination of a strong and independent Police Commissioner, a strong and independent Public Prosecutor, a strong and independent Auditor General and a strong and independent Ombudsman - the regulatory and investigative authorities would start to work properly, and those guilty of corruption would face the consequences of their misconduct. Until that happens, we are not likely to see much change." Indeed. But the case of the "Resort burned after boy's death" on page 1 of Post today, with a dramatic photo, is different. Eleven police officers have been sent to investigate. Tannese relatives of a dead young man are said to have angrily burned out six bungalows of Tanna Lodge, near Bethel, on Saturday. The resort's bungalows are shown burning and it is reportedly owned by one Hugh Lowe, New Zealand investor. The Morobe Market Assn is asking Shefa women to sell their produce at the Bladinieres Marketplace. The livestock market area popular with Efate villagers has been set up especially for Shefa residents by their province and has no charges for craftswomen for water and electricity and only costs VT 200 a place per business woman each day. They hope to attract more tourists to Morobe, too, VBTC News reports. It reveals a story of marital transgression, not normally a matter for consideration by this Digest, but here receiving attention because it appears to involve complicity on the part of a police officer and an immigration officer and the issuance of a second passport to the wife of a civil servant. This passport, it seems, has enabled the wife to leave her family and Vanuatu and live elsewhere. The story has also achieved prominence on Yumi Toktok Stret. Another story missed earlier in the week was that of PM Kilman warning politicians that police can investigate them if he, the PM, receives reports they have influenced other politicians. This was in Vila Times at the start of the week which said Radio Vanuatu reported Kilman as saying that it is an offence to influence another person. The story continues with a report of Government back-benchers instigating another motion of no confidence against the present PM. Today's Daily Post headlines lower election costs for the Luganville Municipality election (for which Radio Vanuatu advises today is the last day of campaigning). The lower costs when compared to the same exercise of democracy in Port Vila, are due to one vote rather than two (as in the capital) in order to ensure more women on the council. The Luganville wards each have a seat reserved for a woman (scoring the highest vote) regardless of whether that ward's seat has been won already by a woman. Post reveals a confrontation between Phil Manhire, Bukura resident, and the men working for the Wong of the much detested building site at the Mele cemetry corner. Manhire was attempting to photograph the ugly construction, but a dozen men man-handled him and forced him against the wall. He was not seriously injured. Both the former Cultural Centre Director and former legally appointed President of the Vanuatu National Cultural Council deplore political interventions continuing at the Cultural Centre where the new Board meets every day and seems to be running the centre, even though this position has been awarded by that Board to the person occupying the First Political Advisor position in the Ministry of Home Affairs. Daily Post also mentions the suspension of veteran media exponent Ambong Thompson, head of the audio-viual department of the Cultural Centre. The Independent has Acting Police Commissioner Aru Maralau deploring previous governments' involvement in police matters causing security to fail. The same writer has Acting Police Commissioner Job Esau required to re-instate officers affected by the conspiracy case because the Public Prosecutor has entered a Nolle Prosequi in the matter. It would be nice to know who is the Acting Police Commissioner. But, meantimes, the Amended Police Act passed a month ago by Parliament has yet to be gazetted, the Indy says. This is the Act which would enable a foreign police commissioner which, apparently, like many in the public talk-back radio tells us, Parliament thought a good idea. The Independent today leads with MP Robert Bohn claiming the decision of the Reserve Bank not to enable the take over of Westpac operations by Bank South Pacific will mean village people denied lower rates for their loans. In so doing he would be going against a Supreme Court order that these sales were unlawful. However, Minister Telukluk wants the case withdrawn "so staff will no longer see the Minister as their enemy and also give them back the motivation to work," said First Political Advisor Wendy Himford. She suggests that the Minister can have the case abandoned and that new valuations would be made for the properties concerned. (Daily Post.) That story appears on page 1 of Daily Post today, along with another also by Thompson Marango in which Robert Agius is reported as losing his tax appeal in the Australian Federal Court. A photo shows the hand-cuffed Agius in federal custody. Police held 200 vehicles mostly for failure to comply with vehicle legislation yesterday morning Post also reports today. The operation continued well into the evening so the figure is likely to rise. One bus driver apologised to this writer yesterday morning over there being many fewer buses on the road because of the operation. Well, he'd have to wouldn't he? So where does that leave us? With a divided cabinet. It comes about because new Lands Minister Telukluk is trying to overturn the court decision which drew attention to the unlawfulness of the earlier minister's decision to sell off state land cheaply to Lands Department staff. Daily Post's Thompson Marango reports clearly all the issues concerned and the anxiety of former Lands Minister Regenvanu as expressed to the PM. The Lands Ministry First PA Wendy Himford told Daily Post the Government PRO "knows nothing about the case." Then we have the court challenge of the Cultural Centre Director, Chief Lazare Asal, to his dismissal by the new Vanuatu Cultural Council Board after the illegal dismissal of the previous Board of which he, Asal, was also a member. An improperly appointed Board replaces the former one. (Daily Post again.) Asal has lodged a court challenge to his dismissal which saw the Internal Affairs First Political Advisor taking up the Cultural Centre directorship again after being sacked long ago. And Chief Tirsupe, President of the Malatumauri, has been dumped by the Prime Minister from the Police Service Commission. This was done by Government Order gazetted 10 July. Tirsupe questions why he was removed. The Malvatumauri has representatives on various commissions of national importance such as Judicial Services, the Law Commission and, as reported above, the Cultural Council. Tirsupe: "We do not want to be considered as 'flowers' in these commissions where politicians feel they can terminate us any time they wish." He points out in Post they are there to serve the interests of their people. (Post again.) Then Post also reports Government back-benchers seeking the support of the Opposition for another motion of no confidence. It is said to be a group of MPs within the former Opposition led by Carcasses who helped to topple the Natuman Government. Never-the-less, Post has it today on the front page. The bribery Preliminary Inquiry (the PI) will be heard on Tuesday 21 July at 2.30 pm. Sixteen MPs - a number of them cabinet ministers - are accused of bribery and being prosecuted by the Acting Public Prosecutor, John William Timakata. Today Post also tells us that the Reserve Bank has rejected Bank South Pacific's bid to purchase the operations of Westpac Vanuatu Ltd. Westpac continues banking for the time being as, it says, the period post-Pam "is not considered as a time for a change of operators in the country's banking sector." Yesterday DPM Carcasses announced a review of the VIPA Act especially as it affects wholesale and retail business classifications. Changes to the Act refer to the D2 business licence which Carcasses last changed in 2013 when he headed government. Carcasses wants the Act to better promote local small businesses whilst still attracting foreign investors. It seems there has been a municipality formed on West Ambae in the last 24 hours according to Radio Vanuatu News. The legality of the move is surely open to question given that there has been no pre-election awareness information regularly broadcast. Radio Vanuatu did speak of ministerial attendance at the set-up activities of the so-called municipality. A mayor and clerk have been appointed. The Luganville election campaign is proceeding and Radio Vanuatu keeps us informed of progress there. Voting is next Tuesday. We learned from Daily Post yesterday that next year Vanuatu is to host Forum Fisheries committee meetings. Ministers will meet here next May. Yesterday Post also revealed a stunning array of official allowances permitted to children of officials in government ancillary services. Even cleaners and typists are entitled to these benefits in respect of their children. There have been amendments to this list already this month. The forgery cases are being appealed in the present sitting of the Court of Appeal. These are the cases of forged licence papers and stickers for bus drivers, on the one hand. And, on the other, an officer of the Vanuatu National Training Council managed to receive in excess of 7 million vatu by altering cheques. To the courts their lawyers are still proceeding. Air Vanuatu's bookings are improving considerably and Tanna chiefs are wanting the road project to continue and the vandals who burned out the road-making lorry prosecuted. Foreign Minister Vohor advised accordingly when meeting foreign officials from other countries recently. Radio Vanuatu also had the Opposition calling on the Government to maintain the pace for political reform instead of making threats to media freedom by controlling freedom of expression. If such laws involving police action against freedom of association had been in place, the Opposition would have used them long ago, Daily Post points out, when the then-Opposition was plotting the overthrow of the Natuman Government. Mamas of the Manples Market are pleased to be back now that Au Bon Marché has improved their market sales area near ABM Manples. They say they are delighted to be back. Daily Post also points out how 14 July 1980 was the date on which the Vanuatu pre-Independence administration led by Walter Lini entered into discussions with PNG PM Julius Chan concerning intervention in the state of rebellion in the New Hebrides. The newly appointed Public Prosecutor, Josiah Naigulevu, will take up his duties on 1 August. Many high profile cases involving bribery are being prosecuted by Timakata and the Judicial Services Commission points out the independence from government of the Public Prosecutor. Both Saturday papers publish as front page the suggestion that the fire which guttered Vanuatu Treasures' warehouse this week was deliberately lit. The main door to the building was allegedly open. There was no electricity supply there and there were no power points in the warehouse. Management of the business has been in the hands of one who has this week been reported as a victim, albeit compensated, in a court case involving a nuisance element. The Media Association of Vanuatu points out to the Prime Minister that his call for more outside media regulation is inappropriate, there being adequate means to deal with usual complaints already. MAV is consulting with a view to setting up a media body for self-regulatory purposes. Today's Daily Post observes there are always many questions which arise in discussions by Lapita scholars as presently during this week in the 8th International Lapita Conference at USP. There seem to be presumptions made both as regards the data used and interpretations of results one participant observed. Never-the-less the conference provided a great deal of information useful to the scholar and of interest to the participants. PM Kilman is suggesting Government MPs are being harassed by Opposition MPs, Daily Post reveals. Kilman says his government is forced to request police intervention. The Independent says says the minister responsible for fisheries is putting right various matters which have gone wrong in departments associated with fishing activities. Never-the-less, not everything has gone crazy. Daily Post is able to point to an official Vanuatu Fisheries Observer testifying to a US Federal Court against the illegal activities of a US purse seiner. He said this breaks the law. He has asked police assistance in the matter. Radio Vanuatu also reported the Prime Minister calling for those who have lost work following cyclone Pam. The Labour Department, he said, is working together with the International Labour Organisation to develop a data base listing those who have thus lost employment. The matter was not further elaborated. Today the Daily Post reports the Vanuatu National Council of Women VNCW denying that Mary Lini is their representative on the Vanuatu National Cultural Council. The appointment of Lini was announced last week along with other changes to the council membership. Wendy Garae has been theVNCW nominee all along says the Council just as the Malvatumauri insists that Chief Senimau Tirsupe remains their nominee. VNCW is seeking legal advice. Daily Post yesterday headlined the Supreme Court upholding a 'nuisance' claim concerning the chicken farm Golden Eggs Natural Products on the Devil's Point Road. They are required to pay damages of VT 10 million to a neighbour who claimed the chicken run greatly affected her quality of life owing to the noise, smell and water contamination resulting from the presence of 10,000m chickens. Daily Post yesterday also reported Carnival Australia making a commitment to local industry by giving preferential treatment to local products. Carnival CCO Ann Sherry made the promise in a workshop involving interested suppliers such as coffee and chocolate makers, urging local entrepreneurs to seek out products of value and which are good for Vanuatu tourism. Carnival is also today promising to hire some 400 workers next year for their ships. Pacific Dawn has reportedly recruited a number of hospitality workers who were put off with hotel closure after cyclone Pam. A physical planner for Shefa was announced in Post yesterday. Harry Tete is the person who will occupy the post. He headed the government's first physical planning unit after Independence. And Daily Post yesterday gave prominence to a report on the discussions and art associated with the 8th International Lapita Conference taking place at USP this week. A student of the Lapita, and one of the authors of a paper which deals with Lapita dispersal of sacred male pseudohermaphroditic 'tuskers and hairless pigs of Vanuatu', has suggested conference participants might be interested in a paper they wrote for the US National Academy of Sciences. It can be found at http://ift.tt/1JTieJM Whilst possibly a little out of date it certainly has a relevance to the subjects being discussed in the Conference. Today's Daily Post carries the story of the official opening of the Conference and a Lapita exhibition at the Museum. The Lapita conference is being beamed to the world on www.lapita.info Daily Post today has eight of the staff of the Telecoms Regulator calling on the Prime Minister to suspend the Regulator. They want an independent inquiry and financial audit of aspects of the work of the TRR. PM Kilman has answered requesting more information concerning allegations raised and more time to decide on appropriate action. Post also touches upon the work of that other regulator, the Utilities Regulatory Authority (URA), and differences of opinion with Unelco over financing the extension of the electricity supply on Malekula. Unelco seems unwilling to accept the URA's authority in this matter. Radio Vanuatu News today headlines that non-communicable diseases or NCDs are affecting over half the country. Seventy percent of admissions to Vila Central Hospital are NCD related. The information came out in a media reporting workshop this week. Australian Governor General Cosgrove spoke of Australia's concern especially for Tanna, Radio Vanuatu said today. They added that he would be reporting back to the Australian Government on the needs remaining and still not accomplished following the destructive passage of cyclone Pam. Building materials were carried by the Governor General's plane last week when he flew to Tanna to see the damage. Vanuatu has lost a well-known and highly respected businessman in Roy Gallimore who was to be buried this afternoon after a funeral service at Paray Catholic Church. Gallimore Hardware was his business, built up over many decades. The vegetation of Vanuatu was extremely well established before man's arrival in the Vanuatu islands, and there was an abundance of edible and nutritious food in a garden which was like a green desert. Vanuatu flora was all edible and without predators, Dr Vincent Lebot observed in a presentation to the 8th Lapita Conference taking place in Port Vila this week. Dan McGarry has begun work for the Daily Post companies as their Media Director. He is well-known for his work in the media for over a decade. Daily Post today announces 167 candidates for the Luganville municipal election. The migrating Lapita families from South-East Asia to Polynesia demonstrated obesity, diabetes, rheumatoid arthritis and lifestyle diseases, according to their remains which have been meticulously studied throughout the region. It was especially interesting to learn, however, that the most recently discovered remains from Vanuatu's Teouma Lapita showed a diet low in fats and sugars. The Lapita people were those who most likely introduced dogs, pigs and chickens into the areas they colonised, taking them as far as Eastern Polynesia. Their burial practices, often involving the famous fired pots which from Lapita, New Caledonia, give these people their name, ensured a post-mortal interest in their migrations a millennium before the Christian era. The pots were often used as reliquaries for the bones or cranial remains of their owners, from Indonesia and Borneo to Teouma, Vanuatu. Prime Minister Kilman brought his take on Indonesia into a prayer breakfast over the weekend as Daily Post points out today. Kilman insists that Indonesian membership of the MSG is good. It was his first explanation of his stand which saw him ignoring the visit of the West Papua United Liberation Movement representative with the petition of 150,000 West Papuans seeking independence. "Our freedom as independent nations and people must also accommodate Indonesia," Kilman told Post's Jonas Cullwick. Kilman was also critical, in Radio Vanuatu News today, of the Vanuatu Opposition, for not allowing debate on the motion of no confidence last week. "Out of Teouma" they probably weren't, but your blog editor is only a journalist, and he is delighted to have a listener / reporter's place in the 8th International Lapita Conference this coming week at the Emalus Campus of USP and knows he will learn a lot about these remarkably different people whose largest community to date was discovered just a few miles east of where the conference is taking place. No scholar, your editor is likely to abridge or delay reports of all events in Vanuatu for the next week simply because the Lapita people are so fascinating and have such a lot to tell us. Pre- and post-Lapita are to be of special interest at this conference. And, as well as the conference, a special exhibition is opening at the Cultural Centre. And the Bastien Foundation is exhibiting the works of regional artists and scholars (both young and old) to show what Lapita means to people of the Pacific - or elsewhere. And elsewhere is probably where most journalists would today prefer to be when Daily Post headlines "Gov't eyes media regulation law." The head of government has reportedly said people were taking excessive liberty and putting out what he characterised as "extreme statements" on talkback shows and the Yumi Toktok Stret Facebook group. And so on and so forth. This would seem to be a primary interest of our new PM. And in another story Kilman also says Transparency International must not advocate political instability by questioning the government stand on West Papua as on the TIV page this week. Sela Molisa is being recalled as Ambassador to China. His predecessor was recalled by a previous PM but then went on to become Ambassador in Jakarta, a place which seems to feature more and more in ministerial calculations. Why? The Erakor Chief will not be charging for extensions over water in the lagoon areas, Chief Denny Kalmet advises in Port today. And The Independent has the two breweries moving their operations off-shore before long. Movers of the motion of no confidence in PM Sato Kilman, the MPs Edward Natapei and Ham Lini Vanuararoa, citing a lesser number on the Opposition side of Parliament, then decided to withdraw the motion against PM Sato Kilman. Parliament immediately closed. Daily Post tells us today the numbers were Government 29 and Opposition 23. Radio Vanuatu started with the Electoral Commission checking candidacy applications for the Luganville Municipal elections. The Independence celebrations budget for the year is just VT 3 million, to economise in view of the huge outgoing as a result of cyclone Pam. Daily Post has the Australian Governor General visiting Vanuatu's post-Pam disturbed spots and thanking the volunteers. He also calls on that significant receiver of Australian assistance, the Vanuatu Women's Centre. Post also has Police intervening in a beachfront dispute between expatriates at Havannah Harbour. And it reports Marcellin Abong being re-appointed to his old post as Cultural Centre Director, after a week or two as First PA Home Affairs, after his ministry has terminated the old Cultural Council board and set up a new one to reappoint Abong the same day as the new Board was announced. Daily Post has all three. Vanuatu's new Public Prosecutor is Josiah Naigulevu. Head of State Baldwin Lonsdale made the appointment last week. Naigulevu is a Fijian, until now based in the United Kingdom. The appointment of acting Public Prosecutor John William Timakata lapses early next week. He has not been dismissed as rumour tries to suggest. The Malvatumauri Chairman Chief Senimau Tirsupe is filing a case against the Minister of Internal Affairs in court for interfering politically in matters of custom and culture. The Minister has terminated the services of many, if not all, on the Vanuatu National Cultural Council illegally, or not in conformity with the VNCC Act of Parliament. The newly appointed Cultural Centre Director Lazre Asal has also been terminated. Since that news yesterday, in Post today, it has now been rumoured about that the former Cultural Centre Director, now First Political Adviser in the Kilman Government, Marcellin Abong, has been appointed to the directorship. Over a hundred delegates are expected for the Lapita Conference taking place all of next week. Held every four years, the event this time is the first here after the discovery of the most important Lapita site at Teouma. The conference hopes to "get back to Lapita basics" and learn more about the societies in the region before and immediately after the Lapita people. A permanent exhibition sponsored by the French Embassy is also being held at the Museum. And, of course, today's big news has not yet happened.
