This was decided in a meeting of 29 April. In an advisory note, the Acting Secretary of the PSC, Jacques Gedeon, says public servants will no longer have access to unspecified social media sites, and all requests must have the approval of the PSC Secretariat before the Office of the Chief Information Officer (OGCIO) enables access. This website objects strongly to this position of the PSC. Social media are an important public sphere for debate in Vanuatu. The memo is also vaguely worded, and does not specify how 'social media' is defined nor what sites are to be banned. Many civil servants lack the means to purchase newspapers, others find it difficult to have radio coverage at appropriate times. Furthermore, as we have discovered in recent years, both the broadcasting corporation and governments have at times decided to terminate transmissions at certain levels to save costs. A Right to Information Bill is before Parliament and a blanket censorship of this kind should not be allowed by either the Public Service Commission or the Office of the Chief Information Officer, the more so because of the Prime Minister's stated commitment to provide information to all and wherever they may live. Daily Post this morning had one dead and 14 injured. By lunchtime today Radio Vanuatu News had reported 3 dead. They are a bus driver, a pregnant woman and her baby. A bus with many tourists visiting Ekasup Cultural Village from the cruise ship Pacific Dawn collided with another on the Erakor road. Many of the tourists had multiple fractures and injuries. VCH and ProMedical ambulances made a number of trips to the accident scene. The injured were admitted to the hospital. Three tourists with particularly bad injuries were flown to Nouméa last night and means were being sought to have another six flown to Australia today. Lands Minister Regenvanu made it clear in a meeting with the press last week that a massive awareness campaign is planned concerning the constitutional changes for around the country in August this year. This will be followed by the planned referendum. The media will be heavily involved in providing information. UNDP and the Commonwealth Secretariat are assisting. The special meeting of MPs called by the PM for 6 June was to have the ideas of all political parties heard by the House so that any last minute alterations could be included in the draft legislation before them for the ordinary sitting. However, the Opposition boycotted the special sitting. The referendum, Vanuatu's first, will decide the many questions involved. (Daily Post) The Parliamentary Secretary in the Office of the Prime Minister, Johnny Koanapo was present with Minister Regenvanu for the press conference and made it clear that the constitutional changes are in line with what people indicated they wanted when they voted in the recent snap general election– especially they wanted to see change, he said. The results show it. (Radio Vanuatu) The Revenue Task Force of government is addressing leaders in ministries and departments concerning the action taken to collect monies owed to government. This is as required under the 100 Day Plan and follows a 2013 government decision to collect all outstanding revenue. The task force has already established that there has been little effort to achieve what was required by the 2013 decision. (Radio Vanuatu) The World Bank is giving over Vt 5 billion for reconstruction and improvement after Cyclone Pam. Repair and upgrade of roads and schools and public buildings is what the funds are provided for. Half of the funding is a soft loan and the other 50% is a grant. (Radio Vanuatu) GJP's President Ralph Regenvanu has pointed out that their runner up in the Malo/Aore election in January will be standing again in the by-election next week. Uri Warawara was only some 60 votes behind the late Havo Molisale (Nagriamel) with nearly 900 votes. Today is "Plant a Tree Day". The Forestry Department supports the international idea and encourages all people to plant a tree today. Happy Plant a Tree Day. The Opposition is mainly objecting on a procedura" Respond to this post by replying above this line New post on Vanuatu Daily Digest Opposition threatens a boycott over proposed Constitutional changes by bobmakin The Daily Post newspaper today reports aspects of the Opposition Bloc's objections to proposed changes to the Vanuatu Constitution which will be debated on Friday in an extraordinary sitting of Parliament. The Opposition is mainly objecting on a procedural basis to the manner in which the changes are being proposed. They suggest "fireworks" if correct procedures are not invoked by the Speaker. Article 85 of the Constitution as it presently exists says "a Bill for an amendment of the Constitution shall not come into effect unless it is supported by the votes of no less than two thirds of all the Members of Parliament at a special sitting of Parliament at which three quarters of the members are present. If there is no such quorum at the first sitting, Parliament may meet and make a decision by the same majority a week later, even if only two thirds of the members are present." The Leader of the Opposition Alatoi Ishmael Kalsakau says the Government should have consulted with the people before bringing the amendments which concern their livelihoods to Parliament. Kalsakau believes the Government does not have the numbers to achieve the changes sought and says his bloc is prepared to boycott the sitting on Friday. (Daily Post) Deputy Prime Minister Natuman and the former Acting Police Commissioner Aru Maralau are both pleading not guilty to the charges brought against them in the Supreme Court. Natuman has pleaded not guilty to two counts of obstruction and interfering with the execution of a criminal process underway. For Maralau there is just one charge of complicity, to which he has likewise entered a plea of not guilty. The matter arises from the continuous factional activity in the Vanuatu Police Force over a number of years and which was firstly treated as a mutiny. It was subsequently abandoned by Prosecutions which saw a nolle prosequi recorded. Natuman's actions relative to the VPF when he was Prime Minister, and at a time when the PM was responsible for the forces, were questioned by the former Leader of the Opposition, Moana Carcasses (now serving a term of imprisonment for bribery). The continual personality clashes within the factions of the forces led to the Natuman actions for which he is now called to account. The pre-trial hearing yesterday has enabled the case to proceed on Friday without Natuman's presence as Parliament will be sitting.
