The Governments of Vanuatu and Russia signed an agreement in New York in September this year on the mutual abolition of visa requirements for the citizens of both countries. According to the agreement, citizens of either Vanuatu or Russia may transit or enter the other country for up to 90 days as visitors without requiring a visa. Kalman is suing for defamation, according to Radio Vanuatu News. Thompson Pakoa, however, reminds us in timely fashion, in Daily Post Letters, that the Minister has no powers in disciplinary matters. Of course. All such powers rest with the Commissioner and the Police Service Commission. Ministers in Vanuatu do not, however, always act according to the law as we have seen with other aspects of the Phocea fantasy. This is deplorable. Nor do they always act the way the public would expect. Prime Minister Sato Kilman has taken off for the Olympic Games in London. Parliament will sit on 22 August until the end of its term on 2 September. And we are stuck with the present Government as caretaker through September and October. Photo: SSGM What happens in communities when migrants leave? Regardless of the benefits provided by remittance income and the skills learnt in new labour markets, there are concerns about what occurs back home. These questions are also relevant for the seasonal workers themselves who move back and forth between countries, coming and going from their communities and culture. One primary factor is how seasonal work can be gendered. For example, in 2013-14 and 2014-15, approximately 87 per cent of participants in Australia’s Seasonal Worker Program were male, which can have implications for families and local communities. At the recent State of the Pacific 2016 conference hosted by the State, Society and Governance in Melanesia program at The Australian National University, Peter Bumseng spoke about his experience in the New Zealand Recognised Seasonal Employer (RSE) program. Peter was one of the original 45 people from Vanuatu who were sponsored in a pilot program by the World Bank to work in New Zealand in 2007. He has participated in the program every year since, and five years ago he and his wife established the Strengthening Seasonal Worker Family Program in Vanuatu. All are bewildered by the range of ideas politicians, government officers and experts are expressing on the topic of taxation for wage earners and companies. The item referred to is a front page article in Daily Post in which Jonas Cullwick carefully details the recommendations of a wages specialist of the International Labour Organization (ILO) on the income tax proposal. What's more, the ILO specialist is here for the rarely-reported Tripartite Labor Advisory Council, TLAC, which represents Vanuatu's government, employers and workers in the country. TLAC held a public lecture and meeting at the Grand Hotel. The ILO expert, Daniel Kostzer, says Vanuatu needs a more evidence-based approach to the issue of taxation and a household survey is necessary. Yes, indeed. And the ILO must have assisted many small and formerly dependent territories achieve the introduction of taxation on businesses and workers when appropriate in the past. Let us welcome their assistance for us here. Most everybody would acknowledge we have a government which is trying to undo the wrongs of the past and to get Vanuatu on the path to economic independence, touted as of utmost importance by everyone since Independence Day. Our present government is showing its care in this regard in opening up the taxation discussion and planning to take it to all provinces. The National Convention Centre seating 2,000 is hired to enable the consultations to move forward and allow any and everyone to comment. We know now for two days, since the return of the Finance Minister and delegation to the IMF/World Bank meetings in the United States that Vanuatu wants to meet deadlines which will demonstrate its opposition to money-laundering and the financing of terrorism through the tax haven. And it has always been assumed we must take full control of the expenses for our education and health, like any other independent and responsible country. This duty should be less the responsibility of caring neighbour countries of greater wealth than it remains in tiny Vanuatu. Again, it is part of the Independence ideal. So some of the things stated by Daniel Kostzer of the ILO ... "We need a household survey where we could get information around expenditure patterns" (essentially what people need to survive). "Tallies are needed in order to get a reasonable and sensible analysis of where to start or where things are going to go." "Labour is going to become more expensive," Kostzer added, because the proposals in place all tended to indicate this, he claimed. "Some loosely-taken decisions in a short period of time may have consequences for generations." He pointed out how wage reductions could lead to high unemployment, but also how greater staff turnover may be required by employing companies if labour costs go higher. "In a country like this you have a comparatively small layer of workers in a formal market that can be a problem." Commissioner of Labour Lionel Kaluat said TLAC organized the meeting and the ideas reflected therein will be seen in decisions of the Tax Review Team. Employer representative Robert Bohn Jr said what many witnessing the taxation consultations must feel: "We believe Government has no idea how an income tax will most affect people in the middle to lower part of the economy and the Government has not taken this into consideration because tax reform will have a big impact on them in terms of its flow through on the economy. There has to be more consultation before government can go ahead on the plan because it will change the economy big-time forever." Vanuatu Council of Trade Union's Loreen Baniuri categorically stated that VCTU does not agree with income tax implementation in Vanuatu because they believe Government should not tax the 'sweat of the workers'... Photo: Solomon Islands Govt The efforts to create a Melanesian style border treaty with Solomon Islands are described as historic in today's Daily Post. "Melanesian solidarity" is certainly visible. Head of State Baldwin Lonsdale was at Motalava for the event and for a Temotu–Torba cultural festival heralding the much greater exchange of goods and ideas expected between the two provinces. Prime Ministers Sogavare and Salwai each led delegations to a natangura faréa where the border document was signed. Solo PM Sogavare will be assisting Vanuatu with border questions for Vanuatu relative to Fiji and New Caledonia. The ceremony took place with background music of the bamboo bands so common in both Banks and Temotu cultures. Solomon Islanders from the Santa Cruz Group have for a long time sought to come to Vanuatu to work in Luganville where the wages were always greater than in Honiara and the distance needing to be travelled to home shorter. However, it is not yet known if immigration procedures are going to be changed with the new border treaty. Air Vanuatu, Vanuatu Civil Aviation and Civil Aviation NZ are conducting the inquiry. The cable was manufactured in New Zealand. The break was potentially very serious, but occurred just as the plane was landing and the pilot handled the matter majestically, Air Vanuatu advises. Good news for Air Vanuatu safety at the same time is the airline's passing of its IATA Operational Safety Audit (IOSA). CEO Joseph Laloyer said the results of the 2016 audit were the best ever achieved by the company. It comes about because Government is investigating the possibility of forfeiture of a dozen urban leases of prime real estate. The study, titled 'Genomic insights into the peopling of the Southwest Pacific' (paywall), is based on a revolutionary study of ancient DNA from the Lapita skeletons from Teouma found during the 2004 to 2010 archaeological dig there. There are 31 authors to the paper, led by Pontus Skoglund of Harvard University. It turns out the foundation population of Vanuatu probably came directly from Taiwan or the northern Philippines,  bypassing New Guinea and the Solomon Islands without mixing with the Australo-Papuan people already living there. All Ni-Vanuatu descend from these first migrants and their later intermarriage with mixed Asian-Papuan groups who came down from the New Guinea and Solomon Islands. There are Asian Lapita genes in every Ni-Vanuatu, the mark of their earliest ancestors. The original archaeological research carried out at Teouma was in response to damage to the site from soil quarrying for the prawn farm. The bulldozers had revealed skeletons and broken Lapita pots dating to almost 3,000 years ago.
