The Government has launched its 100 Days Plan: 30 pages outlining priorities [Editor's note: this is not currently publicly available (!) – but we will post a copy when available] Before the details became available, PM Salwai drew attention to an objective to better control expenditure and review the government revenue base. He will be immediately transferring the Police Force back to Internal Affairs. Land law reform is another priority to assist ni-Vanuatu to actively participate in economic development. A water strategy is being prepared. Newly introduced parliamentary secretaries will assist the machinery of government to work better. The review of government in order to make it work more effectively underscores the whole Plan. More of the 100 Days Plan is expected to emerge in the coming days. (Daily Post). The upgrade of Port Vila's road network has been set back owing to governmental delays and foreign exchange rate fluctuations. They were escorted by the Vice President of UMP and made a presentation of mats and kava to the new Prime Minister. They said they could not turn their backs on Salwai as they are all moderates together. For his part, the Government leader said he had no problem with UMP and that he was appreciative of their support. He said people of Vanuatu need unity and a stable government to provide the services required in the islands and he let it be known the UMP assistance would help. UMP MP for Port Vila, Ishmael Kalsakau, Leader of the Opposition, did not attend. With the death of Havo Molisale, Nagriamel MP for Malo/Aore, Parliament is now left with only 51 Members. Tropical Cyclone Warning Number 4 issued by the Vanuatu Meteorology and Geo-Hazards Department, Port Vila at 3:12pm VUT Tuesday 23 February 2016 for Futuna and Aneityum At 11:00am local time, Severe Tropical Cyclone Winston (960hPa) Category 3 was located at 19.2 degrees South 173.0 degrees East. Severe Tropical Cyclone Winston is positioned at the top left of the square letter M, Number 9 (M, 9) of the Vanuatu Tropical Cyclone Tracking Map. This is about 395 KM east of Tanna and 350 KM east northeast of Aneityum. In the 6 hours, Severe Tropical Cyclone Winston moved in a southeast direction at 14 KM/HR. Winds close to the centre are estimated at 155 KM/HR (85 knots). Severe Tropical Cyclone Winston is forecast to be at 20.6 degrees South 173.9 degrees East within the next 06 to 12 hours. Twenty-eight people are now known to have died in Fiji. PM Salwai wrote to the Fiji PM concerning the deepest sympathy and sincere condolence of the people of Vanuatu. He referred to Fiji as a close friend of Vanuatu's and promised Vanuatu's support. On Pentecost, too, PM Tabimasmas yesterday confirmed there would be three new ministries in Government following the agreement of all political leaders in the government. One such ministry mentioned by Radio Vanuatu News at lunchtime today is Fisheries. That service would be removed from Agriculture so that Agriculture could be dealt with as "the backbone of the economy" Salwai said. The Prime Minister killed a pig on North Pentecost and was awarded a custom name in marking the Lini Day remembrance activities. Deputy PM Joe Natuman gave a moving address at the Lini Day commemoration activities in Port Vila. Daily Post reports his recollections of the Independence struggle to the congregation and invited guests at the Lini Memorial at the Anglican Church, Tagabe, on Sunday. Daily Post today has recorded the DG of the South Pacific Community (SPC) being impressed with how the Fisheries services have responded to the ravages of cyclone Pam. The Minister for Public Utilities has announced a Government plan to reduce the number of G vehicles in use, not always when they should be. Minister Jotham Napat said there had never been enough attention paid by governments to the issue of mis-use of government vehicles. Furthermore, some 400 million vatu is normally expended on G vehicles. An audit supposed to be taking place on the NISCOL stevedoring company at Luganville has been delayed owing to the police investigation of the fire in the headquarters building at the weekend. This is about 370 KM east northeast of Tanna and 340KM east northeast of Aneityum. Severe Tropical Cyclone Winston has moved in a southeast direction at 10KM/HR (6knots) in the past 3 hours. He gave as an example the heavy work load on one ministry - Agriculture, Forestry and Fisheries - when addressing a press conference on Friday. The Tripartite Labour Advisory Council has been asked to allow a delay in the Vanuatu Decent Work Country Programme for a year. The Vanuatu Government had not prepared a decent work programme in the time allowed, owing to the disruptions of Cyclone Pam. The Employment Act, Trade Disputes Act and Trade Union Act will also be reviewed by the Tripartite Labour Advisory Council Radio Vanuatu News reported today following their meeting of last Thursday. The Employment Relations Bill which was supposed to go before the next sitting of Parliament is therefore being held back in the first instance. The fire which destroyed the office records of the Northern Islands Stevedoring Company from about 3 am Saturday at Luganville is being investigated by the Police Department. They are trying to determine whether the NISCOL fire was caused by an electrical fault or arson and whether outside help would be needed for their detective work in the matter. The new Minister for International Affairs with responsibility for local authorities, Alfred Maoh, handed over new heavy machinery for the company two days earlier. The fire only concerned the offices of the company. The first pictures of the fire were taken by the Agriculture Minister, Matai Seremiah. A Lini Day exhibition is continuing at the National Archives. Many people have already visited the displays. It will remain open throughout this week. At a church service in Port Vila yesterday attended by many dignitaries, President Baldwin Lonsdale called on the Vanuatu Christian Council and Malvatumauri to organise the Lini memorial event next year instead of just the Anglican Church. NZ journalist and educator David Robie used her image on the cover of his latest book and was keen to identify her. Here's the original image of her in 1983: June at work at Teruja secondary school, 17/2/2016. Our post receieved an enormous response, and many of Vanuatu Daily Digest readers contacted us to let us know who she is. We're please to tell you that her name is June Keitadi, and she's alive and well and living in Anelkauhat, Aneityum with her own family. June is the daughter of Weitas and Jack Keitadi, then curator of the Vanuatu Kaljoral Senta with Kirk Huffman. Her sister Shirley Loughman tells us that June is the assistant bursar at Teruja secondary school on Aneityum. The girl is also featured on the front cover of New Zealand journalist and media educator's David Robie's 2014 book – Don't Spoil My Beautiful Face: Media, Mayhem and Human Rights in the Pacific. The placard she was holding at the time is the source of the book's title. The girl also appears in the video of the song 'Nuclear Free' (video link below) by legendary Vanuatu string band Huarere (the girl can be seen at 1 minute and 8 seconds). Speculation continued rife during the voting for the position of Speaker of the Vanuatu Parliament this morning as to which of the two emergent — and still emerging — groups would win, and thus be likely to win the prime ministership and rule of the country. Finally the group which has come to be known as the Pele Group was seen to be the winner, with MP Esmon Saimon of Vanua'aku Pati being sworn in as Speaker prior to a lunch break. There were alleged to be side switches during the night last night. The Pele Group had ensured a worthwhile negotiation venue in the small offshore island (Pele) to the main island of Efate. Listeners to the national radio coverage of the Speaker elections this morning heard that the Nagriamel political party had joined the Pele Group overnight. Led by former ministers of ability such as Joe Natuman and Ralph Regenvanu (Natuman also a former PM who enjoyed a strong majority) the Pele Group is seeking a wide range of legislative and political changes which will assist Parliament to enable the security of future elected administrations. VMS says the chance of the other system, Tropical Disturbance 09F, turning into a cyclone is between 10% and 60% likely within 24 hours. However, The US Navy's Joint Typhoon Warning Center says that "the development of a significant cyclone within 24 hours is high" for both systems. The Radio Vanuatu lunchtime news mentioned Loliboulo village as the furthest point inland and some distance from the main road. In various places farmers and families have been managing to keep digging fire breaks to protect some of their garden produce. However, this has often meant enormous difficulty and frequently danger. The NDMO and Red Cross are assisting the people of West Ambrym. Fire has also been reported in the capital in the steep area between Bellevue and Beverley Hills. People have been advised not to burn along the roadsides in view of the quantity of flammable material as high stands of elephant grass dry out. Where are the Moderates? The 11 parties and political groupings are the Vanuaaku Pati (VP), the Graon Mo Jastis Pati (GJP), the National United Party (NUP), the Rassemblement Des Mouvements Pour Le Changement and Partners (RMC), the Vanuatu Green Confederation (VGC), the Vanuatu National Development Party (VNDP), the Nagriamel Movement, the Melanesian Progressive Party (MPP), the Fren Melanesian Party (FMP), the Union Of Moderate Parties (UMP) and the Leaders Group. The parties and political groupings that signed the MOA have agreed to come together to establish a Coalition Government are united by a common understanding and consensus between them that there is an urgent and paramount need for political reform to reduce instability in the government - thereby reducing corruption, ensuring service delivery to the population and restoring confidence, stability and growth in the country. It was carried out by Airport Consulting Group Australia with long experience in all aspects of airport construction and building. They found no debris on the tarmac but recommended the regular sweeping of the runway should proceed until renovation is completed. Removal of excess water is essential in the unlikely event of massive rains, and Air Vanuatu is holding daily briefings with Airports Vanuatu Limited and the Civil Aviation Authority. Information from such meetings is passed on to other interested carriers.The new Air-van 737 starts work today, and other regional carriers like Solomon Air lines have indicated they will continue to use Bauerfield. Following the devastation wreaked by Category 5 Cyclone Pam in the island archipelago in March, economic recovery was elusive and made harder by months of political instability and constitutional uncertainty. October saw 14 members of parliament convicted for bribery, including the deputy prime minister, and an attempt by one of the convicted MPs to grant himself and his associates a presidential pardon. Eventually judicial independence and constitutional integrity won out, but the year’s hardships crippled the functioning of the national administration and delayed the passing of a 2016 national budget. The snap election on 22 January 2016 promised a new chapter for the country, but it is still unclear whether the election result will facilitate the political stability needed to kick-start economic recovery.
